What likely happened here is that Roblox uploaded the item in 2013, giving it a hidden page, but never released it to the public. Rolimons is scraping the website for all items made by Roblox and picked it up many years later.

This item having favorites does not mean that it ever released. When the "Redcliff Dominus" was uploaded (which Roblox converted into a "Neon Party Crown" several years later), a few users were able to favorite it using a bot even though it never released.
