Users can set any of their places uncopylocked, allowing others to access them using Roblox Studio. To do so, one must check off the setting ("grant content sharing rights" or "allow copying") found in Permissions section of the place configuration page. While the setting is enabled, anyone can download any version of the place. Users are able to revoke access at any time by unchecking the setting.
Exploits[]
Formerly, players were able to fully copy a non-FilteringEnabled copylocked place using exploits. However, due to a 2018 update that forced all games to have FilteringEnabled turned on, player using exploits can now only copy instances that were replicated to them (they cannot copy the descendants of server services such as 
ServerStorage since they are not replicated). Server-sided 
Scripts copied however will remain blank as their contents are not replicated.
